Terminal Services Error 29

My Terminal Services Licensing service has stopped and
will not restart. I have 2 entries in error events in
Event Log. "The Terminal Services Licensing service
terminated with service-specific error 29". This has an
Event ID of 7024.

The other error is Event ID 29 which tells me that
Terminal Services Licensing can only be run on a Domain
Controller or Server in a Workgroup. This server is in a
domain, is not a domain controller, but has been in
operation for about three months. I am on hold with MS
business critical solutions, but want any help that I can
get. I don't really want to make this a DC if I don't have
to. Any ideas?
