Terminal Server With Citrix Metaframe xp pauses in windows ui

I have a farm of 4 Windows 2000 terminal server with
citrix metaframe xpa.
And i see when the users login in a server, the server
hang temporary. I see with performance monitor and in this
moment the graphical of cpu stops for few seconds and
later starts another time.
