Terminal Server - Administrator rights work only

On a Windows 2000 Server, I set up 4 users to work
remotely. I can get only the users to access the Terminal
Server if I give them administrator rights. I have created
a group and gave that group the right to log on locally
but it doesn't seem to matter.

In Terminal Services Configuration, the group has the
rights too.

Any help would be appreciated.
