Terminal Server Admin Mode on Cluster

Can you enable Terminal Services ( Admin Mode) on a Win 2000 Cluster node. I
notice when you go to install the Terminal Service option it has a
disclaimer stating you can't.
 
you can do it in remote administration mode
application mode is not supported on a 2000 cluster
