TempSpchapi.exe what is that?

In my C:\Documents and Settings\....\Local Settings folder I have found
file:
TempSpchapi.exe 828kB created 2/16/1999

Google search returns nothing for it but I am almost certain it is a
malicious file because of its location.
Norton Antivirus does not object it.

Any information appreciated,

If you are using speech recognition software the file is most likely safe.

TempSpchapi.exe I have no idea.

Spchapi.exe is Win32 Cabinet Self-Extractor that comes with Microsoft Visual
Studio.

spchapi.exe can be a trojan.

spchapi.exe can be part of BonziBuddy malware.

spchapi.EXE can be part of Speech SDK
