Here is the registry location that dictates the paths to the IE cache
files...
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet
Settings\Cache\Paths\path1
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet
Settings\Cache\Paths\path2
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet
Settings\Cache\Paths\path3
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet
Settings\Cache\Paths\path4

Change the path in all above keys to the folder of your choice

Rather than messing with the registry (in case he's never done that before)
you can change the location at Tools->Internet Options -> Temporary
Internet Files -> Settings -> move Folder

I don't believe those settings are actually used -- at least not directly.
On my system, they all point to non-existent locations in the current
user's profile, which suggests that they're either not used in that form
or are constructed dynamically at logon. Changing the Cache entry under
_HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell
Folders and
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders
would more likely do that the original poster wants.
