Temporary Internet Files WONT work, period!

TIF is dead, it wont work, same for History.
The files still show (content and history.ie5)

Ive tried deleting the folders with another account and logging back in, the
same happened, the size just wont change at all.

The size in internet settings is at 0MB. The registry settings are still at
the older size.
Ive tried Windows File Protection to see if it was some corrupted files,
none at all.

The version is 6.0.2800.1106

Crap thats what i forgot to add, i tried that articles tips and those didnt
work cause i dont have those programs installed...
Sorry about that.

I really cant see why this is doing it, the settings in the registry are all
fine, thats whats so confusing.
Why on Earth the settings in the registry are even remotely different to
those IE uses is beyond me.
What about a reinstall, think that would work?

Im not sure if it will be the same on another user, i will try that in a
bit, but i have a feeling it could be this user account.
But i'd rather find out what the error was so it can be documented in case
it appears again rather than killing this account for a replacement.

Tried the deleting thing as well, that one didnt work, the folders returned
but the size still wont change.
Its just at the state as if i had created a new account and logged in.

Did you delete those folders from the Administrator account in Safe Mode?
Did they appear to be deleted or was there an error message?

Completely deleted, no error messages during that.
Done a shift+delete and they went like normal.

Logged back in to my normal account, went to internet settings and tried
changing the size, but it just said the usual set the size to 0 or 1MB.

No idea why it happened at all, its also been doing the saving files as
untitled.bmp recently at times.
Ive not touched a single internet or network setting, nor have i installed a
single program outside of some updates for an IM.

Im wondering if this is some new "super-virus" that nobody knows about yet
and its just waiting to cause some damage.
But thats me just being paranoid. (plus i dont exactly visit alot of sites,
i usually only go to certain sites that i know wouldnt have any dodgy stuff

another third-party program that might be trying to protect system files?
