Template will not show up on another computer

A ppt file was created and saved on one computer, when opend on another, the
background artwork does not show up, it is a blank screen with only the text??
 
How was the artwork added to the original? Could it be a linked picture?
 
I am embarrassed to say, my computer monitor was set too bright to see the
subtle image in the background...but thank you anyway.
