Template theme does not publish?

Just published my site using FrontPage extensions. I had created the site
using a template that has a muted background, special characters, a heading
and section on the left side with navigation items that carry over to all
pages, none of this comes over when published to my web site. All the
pictures and text are fine, but the formatting isn't there.

I do see the formatting on my pages as I'm creating - and the preview
function shows them, also. Just doesn't show up on the web.

What am I doing wrong???
