Temp files

I am using Windows Vista Home Basic. While using cleaning programs like
CCcleaner or Advanced Windows Care or Revo Uninstaller, I discovered a large
no of temp files in C/Users/App Data/Local/Temp folder size more than 2GB,
also a huge no of file of size 0 KB. Is it safe to delete these files.

In the past I had a problem as I find that my HP All in One, installs backup
files in the folder and on deleting the files in the folder the scanner stops
working.

Appreciate suggestions.

Also I have a peculiar problem for the past few days, while creating "New
Folder" I find the folder is created with a name assigned automatically
instead of New Folder. Any suggestions

According to the following, yes it is safe.

Before deleting I suggest you copy everything from the Temp folder to a new
folder (Temporary Temp folder). If you have problem you can selectively copy
from the Temporary Temp folder back to the original Temp folder. When you
are satisfied no problems have occurred you can delete the Temporary Temp
folder.
