Temp Files

I have noticed that there are a lot of files and folders accumulating in the
folder: /documents and settings/user/local/temp. Some of the folders have
names like {AEF2D1F3-0696-11D5-8E6A-00C04F7FA234} and _ISTMP3.DIR.

I have run Norton cleansweep and the files and folders are still there, is
it safe to delete these from the temp folder or is it best to leave well
alone.
