Temp files will not delete

I have several folders in Docs&Settings/LocalTemp/ that have only one file
in them.
It is labeled Index the the type is a CD Video Movie. It's only 64kb but it
makes me nervous that it won't delete. Tells me there it is being used by
another program. When I control alt delete there are no applications running
except explorer. I tried through IE delet cookies and files to no avail. This
just happened today for the first time and there is one in my Temp Folder,
Cookie folder, and temp internet folder. Any suggestions of how to get rid of
the files? I appreciate any help you can give me.

I am sorry for taking up room. When I left this board I rebooted my system
and re ran my clean program and the offending files deleted. Sorry to bother
anyone.

Start a cmd window then close explorer.exe with Task Manager, CD to
Docs&Settings/LocalTemp/ try and delete them
