Temp files that will not delete...

Hello;
I have two temp files that will not vanish If I try to get rid of
them. What is value.shl and
what is iec2.tmp I have no idea why I can't delete these temp files.
Any ideas are welcome.

Have you tried deleting them in Safe Mode? Have you run virus/malware
scans? That's where I would start.
