How do you enable access to others to your computer's telnet port?

You open up the Telnet port TCP 23 on the firewall. However, if the port is
to be opened to the Internet, then you should specify what remote/Internet
IP(s) will have access. Otherwise, you'll be leaving the machine open to be
hacked.
