TCP & UDP ports

hi,

is there any way to close and open any of the tcp/ip
ports by command prompt or any programe?

This can be done with IPsec.
However, in XP the command interface for defining
and changing the IPsec policy is both opaque/difficult
and touchy. This is more simple for most people with
a firewall product that has a command interface.
