TC/PIP security limit reached

about 5 times per day I see this in my system log:

Event Source: Tcpip
Event Category: None
Event ID: 4226
Date: 11/27/2004
Time: 4:47:58 AM
User: N/A
Computer: OOOPS
Description:
TCP/IP has reached the security limit imposed on the number of concurrent
TCP connect attempts.

I have been having general slowness and think this may be an exploit.
anyone have suggestions?

Do you use P2P software or anything that establishes in short time multiple
TCP connections to differnt hosts?
Try TcpView from www.sysinternals.com to identify which application causes
the violation of the security limit.
