Taskbar will not stay down!

I go to the taskbar and rightclick then properties. If I
de-select "auto-hide" and click apply it won't hide. And
when I open properties again and check "auto-hide" it
hides until I scroll the mouse down to it. Then it won't
go back down.

Thanks in advance for the help.
