Taskbar unlocked - still unable to change or add to Toolbar

When taskbar is unlocked, we are unable to make changes
to the toolbars. The section is completely grayed out.
We have tried regedit with no results.

Any help would be appreciated.

If you're on XP Pro, you can use the Group Policy editor to check to see if
the "prevent changes to taskbar settings" policy is enabled. Go to Start\Run
and launch "gpedit.msc"

Thank you for your reply. We are using XP Home edition
and the (gpedit.msc) would not come up.
