Taskbar toolbars?

Why is it that if I create a new toolbar, Then close it say... a week later.
After rebooting its not stored in the toolbar list!

The only user created toolbars stored in the list are the active ones. To
re-enable use the "new toolbar" link to navigate to the folder you want
displayed as a toolbar.
