Taskbar Problems!

I've been having this problem for over a month now. I've
read that others have been experiencing the same problems
but I have not come across an answer as of yet.

Running programs min/max buttons are NOT showing up on
the taskbar. Program when their windows minimaize appear
to reduce towards the taskbar but disappear.
The Windows Task Manager shows that the programs are
still running, but I have no buttons to maximize their
windows for re-use.

I am guessing that the language bar might have something
to do with the problem, since it never really existed
before this problem. How I got this language bar is
anyone's guess.

This problem is costing me countless hours and dollars so
any fix would be greatly appreciated.
