Taskbar Notifications - Can't Customize

Under Taskbar-Properties-Customize there are suppoed to be 3 choices for
each item, Hide when inactive, Always hide, Always show. My system (new XP
Media Center) only shows one choice in the dropdown box, Hide when
inactive. I have 3 other computers, have never seen this problem before.
 
I am sure this problem has only recently appeared. An update perhaps???
I was looking for missing Taksbar icons this morning and noticed that I
have no choices now too.
