taskbar issue

I have a problem with the taskbar. Mainly, that it doesn't work. I open
programs, they never show up in the taskbar. Once, for a week, it did, but
then it stopped again. No idea why. I've toyed with all the settings I can
find, and at most I can make the taskbar disappear completely offscreen, and
refuse to return, but under no circumstances will it work like it's supposed
to. I've had to use the ctrl alt del to pull up task manager to open hidden
windows. It's been like this for about a year, and I'm starting to think,
maybe being patient with it isn't gonna do a damned thing. Still dunno why it
worked that one week... Anyways, anyone ever seen this, got any ideas?
