taskbar hides

The taskbar keeps hiding when the desktop is inactive.(When I'm reading an
article, or when I leave the computer and come back 5 minutes later let's
say.) Then the taskbar doesn't return. I have to reboot the computer just to
get the taskbar back. How can I keep the taskbar form hiding to begin with?
