Taskbar Hide response time

Is is possible to adjust the response time for the auto-hiding of the
taskbar?

I would like to adjust the time for the mouse to be at the bottom of
the screen before the taskbar appears.

I am trying to stop un-wanted taskbar appearances.
 
Don't know of any setable timedelay for it, but how about moving the bar
to the side of the screen instead.
