taskbar drag and drop

help needed.. I am unable to drag and drop apps to the
taskbar. Have looked through the settings with GPEDIT, but
there is nothing obvious to change.
The system is running fine, but I need to resolve the
taskbar issue.
The PC was connected to a network, and I suspect a policy
has caused my dilemma.
Any help appreciated.
 
I think there is no way to drag apps to the taskbar ! Applikations only
appear in the taskbar, when you startetd them (e.x. through startmenu,
desktop or the run-command).

Or did I misunderstand you ?
