Taskbar Defaults to the Top of the Screen

Running Vista Home Premium

Whenever I boot the system, the taskbar shows at the top of the screen
rather than the bottom, even though I placed it at the bottom and locked
it's position. In order to get it to the bottom, I have to unlock it and
then drag it there.

How can I get the system to place the taskbar on the bottom at boot.

Here's a suggestion you could try:

"Based on your situation, I suggest you create a new user account with
administrator privilege to see if the issue still occurs when you logon
with the user account.
