Taskbar And Start Menu

When I Press OK or Apply in Taskbar And Start Menu
Properties .. it takes few seconds to close .. why ??
although in the past it could be closed once I press OK
or Apply
help me please
 
This happens to me too. I have since defragged my hard drive and it seems to
have speeded it up although not as instant as I would like.
