Taskbar after upgrading

2 problems:
1. I upgraded Home Edition to XP Professional. Then upgraded Office to
2003 and unless I use the language bar, the task bar goes away and cannot
retrieve.

2. If I use the language bar, the taskbar shows up but programs cannot be
minimized, they just close

Any solution, please?
