task running not in task manager

How does one stop an application not responding when it
does not show in the task manager? How/why does this
happen? How can it be prevented?

Not that I can recognize. The program is associated with
and ISP connection that is terminating unexpectedly. I
receive a message box 'Your session is terminating' but it
hangs at that point. Ctrl Alt Del then Task Manager
displays no applications running. The only solution I
have found is to reboot.
