Task Manager

When I try to start Task Manager an error appears saying
that "Task Manager has been disabled by your
administrator". Also, when I right-click on the toolbar,
Taskbar appears on the menu that appears, but I am unable
to select it. I've looked through the control panel and
I have not found any way to enable Task Manager again.
If anyone knows how to rectify my problem, I would
appreciate the help.

Is your computer on a network? Is it at your office or
work?

It sounds like your computer is located on a company
network, and the system administrators for your company
have disabled some features through "policies". These
are rules that are centrally-controlled by the admins and
pushed out over the network to all of the company's
computers. If this is the case, you will need to ask
your IT department or admins about making any changes.
If this is not the case, then your registry may have been
(accidently?) modified or corrupted, and you may need to
do a fresh install of Windows or repair the registry,
which is NOT a simple task.

Click Start, Run and enter REGEDIT Go to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System

Look in the right pane for a value called DisableTaskMgr If it exists, it
should be set to 0. If not, double click DisableTaskMgr and set it to 0.
If it doesn't exist, right click in the right pane, select New, DWord value.
Name it DisableTaskMgr and leave it at 0.
