Task Manager won't launch!!!!

I'm trying to activate Task Manager and nothing happens!
no error windows nothing!!
i tried to to use "run" and still nothing!!
how do I trouble shoot this problem??
i will be greatful to hear/read any suggestions!!

Hi

Try right clicking the Toolbar and selecting Task Manager. If that doesn't
work, try a virus scan of your system with the latest definitions for your
AV program.

I've tried the toolbar already w/
no avail!
as 4 the virus scan...
