Task manager view

My windows task manager shows only the applications
running. It doesn't even give me the option
to "X" "maximize" or "Minimize". There's
no "file" "Options" "view" or "help" drop down menus in
the window. Not even a title bar. Just the current
applications running window, with no tabs. I'm not sure
what I did to cause this but I need some fast help so I
can prevent my computer from getting this new MSBlast.exe
virus. Any help would be great...Thanks

Look under Configuration Manager in the news groups,
thats were I found the answer, " double click the outside
edge of the task manager bar and it will come back
