Task Manager rarely minimizes to the system tray

I am running XP Pro and have the following options selected in Task Manager:

Always on Top
Minimize on Use
Hide When Minimized

In Windows 2000 this always resulted in a meter icon in the system tray when
Task Manager was minimized. In XP when I minimize the Task Manager it simply
disappears most of the time. On occasion it does minimize to the system tray
but I cannot determine what conditions make it work. Anyone have any ideas?

I have Task Manager running from startup and have found that it will linger
on the taskbar if it starts before explorer has fully started. Task
Manager seems very tempermental about the state of explorer.

I wrote a program that waits for explorer to startup and then launches the
Task Manager (and this works most of the time), but when I get around to
it, I'm planning on updating the program to work directly with the Task
Manager window.
