Task Manager not working

For no apparent reason, my task manager no longer appears
when I CTRL + ALT + Delete to terminate a non-responding
program. Instead, I get a small green box in my system
tray that will show my CPU usage % if I hover the mouse
over it, but does nothing else. I can right click and
close it out, but I really need to get my Task Manager
back. Does anyone have any idea why this happens and how
to get it back (short of re-loading windows which I have
had to do way too many times already) My e-mail address is
(e-mail address removed)

It's probably off screen. Delete the settings here
HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\TaskManager

Type regedit in Start Run
