Task Manager Not Properly Working

Is anyone having this problem? I can't get the task
manager to stay on the screen. Each time I try to get the
task manager up by ctrl-alt-del it only stays on the
screen for a split second then it goes any. I can't bring
it up again unless I reboot my computer. What do you
think is wrong?
