Task Manager not enabled

I have recently upgraded from Win98 SE, and am having a problem with XP. When
I ctrl-alt-del, the Task Manager button is greyed out. It tells me that it is
"disabled by my administrator." But, the only account that exists is the
administrator. Please help me!
