Enabling Task Manager

When trying the access the Windows Task Manager using Ctrl+Alt+Del the Task
Manager button is greyed out. After clicking when going to
C:|Windows\System32\taskmgr.exe. A popup appears saying: "Task Manager has
been disabled by your administrator." I don't remember disabling this as I
am the administrator. When logging in as Administrator the button is
present and Task Manager can be accessed. All other accounts are "Limited
users" and can access it too. How does one enable it?
