Task Manager isnt appearing

my Task manager fails to start when i press crtl+alt+del
it also fails to start when i right click the task bar and click task manager
i even tried going into the help and support center, searching for "task
manager" and i chose the option to open the task manager but that failed as
well, instead a pop up appeared stating that windows could not start the
progam. Does anyone have an idea of what may be wrong?
