Task Manager is turned off

Somehow I turned off my TASK MANAGER. When I control-alt-
delete I get the message TASK MANAGER HAS BEEN DISABLED
BY YOUR ADMINISTRATOR.

Since I am the only user and am the administrator I need
to restore it. I looked in msconfig to see if I unchecked
something vital, but it looks like all MICROSOFT
functions are enabled.

Any help on this would be apprieciated
