task manager doesn't work

I press ctrl alt del and i get a semi-task manager window
but when i place my cursor over the semi window it closes
immediately. Do i have a virus like others have said? Help

What does a scan with a current antivirus program (meaning a version not
earlier than 2002 and using updated virus definitions) show?
