Task Manager disabled by administrator

I am the administrator and can't figure out how to enable it. I never
disabled it that I know of but can't do the 3 finger salute anymore. Thanks

Right-click an empty part of the Task Bar and click Task Manager. If it
wasn't load, reboot and try again.
 
I saw where task manager was when I right click on task bar. Task Manager is
not highlighted so I cant do anything to it. Any suggestions. No different
after reboot.

On the group policy click on under User Cofiguration:

[-] System
CTRL+ ALT+ Del Options =
Remove Taks Manager make sure it is n't configured or change the
settings to Disable.

Also under Computer configuration make sure this option is disabled:
[&] Computer Configuration
[-] Administrative Templates
[-] System

System Restore = Turn Off system restore

As will mentioned with respect to the greater opinion, you may be infected
and the virus taken control on your machine and assign itself as admin and
denied you any access or control on this machine, try to scan with whichever
software you have in both safe mode and Normal mode and also scan from an
on-line scanners to get better idea on how much your AV doing its job.
And also for malwares to make sure all clean.
Does you have other users with admin accounts on this machine?.

someone messed this configuration can deny you the access to the Task manager
by disable it in Norton Firewall.

Sorry, you can you change the Value to Zer not "1".
Again, i messed it up:
Value = 0 Enabled
Value = 1 Disabled

NASS, thanks so much. The 3 finger salute is now back in service. You showed
me more depth of this computer than I have ever seen. Way over my pay scale.
The online fix was only 150 bytes so it must have been a minor glitch. Thanks

my run command does not find file gpedit.msc-is it correct? Not finding any

I am the administrator and can't figure out how to enable it. I never
disabled it that I know of but can't do the 3 finger salute anymore. Thanks

Try this:
Open a run command and type in:
gpedit.msc click [ON]
On the group policy click on under User Cofiguration:
[&] Administrative Templates
[-] System
CTRL+ ALT+ Del Options =
Remove Taks Manager make sure it is n't configured or change the
settings to Disable.

Also under Computer configuration make sure this option is disabled:
[&] Computer Configuration
[-] Administrative Templates
[-] System

System Restore = Turn Off system restore

As will mentioned with respect to the greater opinion, you may be infected
and the virus taken control on your machine and assign itself as admin and
denied you any access or control on this machine, try to scan with whichever
software you have in both safe mode and Normal mode and also scan from an
on-line scanners to get better idea on how much your AV doing its job.
And also for malwares to make sure all clean.
Does you have other users with admin accounts on this machine?.
