task manager ATL+CTRL+DEL problem?

hi, i have searched dozens of thread regarding this but none has seem to help
me. When i try to access the task manager view atl+ctrl+del, nothing appears.
It doesnt say that its disabled by the administrator even though i am the
administrator. Plainly nothing appears, no warning box, nothing. I tried to
right-click the taskbar and clicked on "task manager" and still nothing. Can
anyone help? thanks.
