Task List and Clear Reminders

When I complete a Task, I often mark it complete by simply "Dismiss"ing the
Reminder in Outlook, but the Reminder list doesn't always synchronize
properly with my Task List.

Usually, when I Dismiss a task in the Reminder Window, it automatically
marks the same item as complete on my Task List... but not always. The
problem seems to happen only with "recurring" tasks. Any advice?

You're doing it backwards. Mark the task as complete and then the next task
in the series will be automatically generated. The act of marking it
complete will also kill the reminder on the completed task.
