1. Green start button
2. long blue area for open windows
3. short blue area for ????? <-- want to get rid of this so have more room
for #2
4. < goes out if I click on it.

I just want to remove the useless #3 above. Under tool bars - nothing is
checked to use this useless area.

Open Control Panel, Regional and Language Options, click Languages tab,
Details button, "Language Bar" button, and deselect its display.

I think it got turned on when I used "voice" - but it's gone now.
