Task bar won't work

My task bar in Windows XP Professional will not work any more. The arrow will scroll over the start button but is not able to right or left click it. It also isn't displaying the normal icons next to the clock. I believe my brother disabled something when he got in to the MSCONFIG function. Can anyone help me out?
