Task bar & windows explorer ignores mouse clicks

I'm having trouble with Windows 2k on this machine-- very
often while working with applications, suddenly mouse
clicks on the task bar will be ignored.. Also clicking on
another window besides the currently active window get
ignored. A way to get out of this is to use alt + tab and
to cycle through manually, this seems to "wake up" the
taskbar etc.

Even worse, java applications don't receive mouse down
events at all! And with Java apps it's often not possible
to tab through all options available, making working with
these applications useless. It's not a memory problem as
there is still plenty HD space remaining, and the same
problem occurs straight after a restart...

Any help would be appreciated.

Do the basics first... antivirus with current sigs (AVG), mal-ware check
(spybot S&D), updates (windowsupdate.microsoft.com), defrag, and general
cleanup.
