Task Bar Stuck at Top of Screen

My dad's new computer has Windows XP and his Task Bar is
now stuck at the top of the computer screen. We have
tried unlocking it to drag it back down but it will not
move. Any suggestions? Thanks.

Hi Derek,

Make sure it is unlocked, grab it in a blank area, preferably near the start
button and drag. It will not appear to move until you drop in some cases.
Try going both clockwise and counterclockwise.
