Task bar stuck in double height

I have a task bar that is stuck in double height and will
not allow itself to shrink to single height. I can
increase the size of the task bar but it will not
decrease. The only thing it will do is dissapear if I try
to push it down. I have the task bar unlocked and can
move things around but cannot get it to get rid of the
double height. When I look closely, it appears that there
are 2 task bars, one on top and one underneath but there
is nothing in the one at the bottom. When I try to drag
the other task bar up or away it doesn't do anything. Can
anyone help me figure this one out?

Try grabbing the little dotted line for the second taskbar (the lower
one, right under the dotted line for the top one) and dragging it up to
the upper taskbar. What happens is if you have Quick Launch on and
somehow it's right-hand stopping point gets moved too far to the right,
you'll get the double-height taskbar.

I have tried that but will try it again. It seems like it
won't make a connection with the first task bar but I will
try it and see what happens. Is there any registry
settings that I could make that would change the size of
the first task bar back to it's original state if this
truly is what the problem is?
