Task bar is gone

When we came back from vacation the task bar/Start menu was gone and all the
icons are now in a window. Daughter said that it just came up that way when
she turned on the PC. They are also gone when brought up in safe mode. We are
running Windows XP home addition. There is a icon that says shortcut to
taskbar and Start menu but it does nothing when clicked on. Any help would be
appreciated.
