Task Bar & Icons Missing

When I start WinXP Home, it looks like it is going through the normal
start-up, however when it gets to my desktop, the only thing that loads is my
wallpaper. I do not have any icons or task bar. I have tried CTRL+ESC to
make my start menu appear, but that does not work. I have tried starting in
safe mode and trying the last know good configuration and system restore and
neither one of those solved my problem. I even tried putting in my Toshiba
recovery disc and that did not do anything. HELP!! Any suggestions?
